3H Wins Department of Homeland Security (DHS) EAGLE Contract
3H was awarded a prime contract to provide IT support to the Department of Homeland Security (DHS) under the Enterprise Acquisition Gateway for Leading Edge Solutions (EAGLE) program.

3H was awarded in Functional Categories 1, 2, and 4: (1) Infrastructure Engineering Design, Development, Implementation, and Integration; (2) Operations and Maintenance; and (4) Software Development.

3H is one of only two companies to win in three of the five Functional Categories. EAGLE has a five-year base period with two one-year options.

This win culminates a long business capture period that started more than two years ago. “We first recognized DHS as a strong potential client early in 2003 when it was still forming and faced the challenge of merging multiple government agencies and organizing their new procurement functions,” says Ken Susskind, VP of Business Development, who has led 3H’s business efforts with DHS. “There was a long maturation process, but the time was well spent. When the request for proposals (RFP) was released, we were well-positioned. We grew corporate-wise, gained more industry knowledge from pursuing other large contracts, and amassed more comprehensive past performance.”

EAGLE has both large business and small business components. 3H’s award is in the small business area. “DHS estimates that forty percent of their IT dollars will go to the small business providers,” Susskind says. “There’s going to be a lot of task orders coming in and we’re going to be active.” In support of this bid, 3H assembled an impressive core team of IT firms as subcontractors. They include: Science Applications International Corporation (SAIC), General Dynamics - IT, Booz Allen Hamilton (BAH), PricewaterhouseCoopers (PwC), Verizon Business, ADDX Corp, AC Technology, KT Consulting, Kadix Systems, GTSI Corp, SunGard Availability Services, Technology Advancement Group, Inc., DPL Solutions, Vodium, Enterprise Solutions Group, and several national recruiting firms.
